Transferring New Concrete Technology into Practice –
 FHWA's Approach

Working with industry, FHWA has developed an ambitious program of research, development, and technology delivery activities to improve performance and cost-effectiveness of concrete pavements.  The program, known as CPTP, has four goals that address the needs of state Departments of Transportation, the concrete pavement industry, and the highway user, while supporting the FHWA's strategic goals to improve the mobility, productivity, and safety of our nation’s highway system.  Approximately fifty specific projects are underway or contemplated as part of the CPTP.  Mr. Vanikar will provide a brief overview of the work in progress.


Normally it takes up to 15 to 20 years for new concrete technology to gain acceptance.  In an effort to bridge the gap between research and the field, as well as to speed-up the acceptance process, FHWA operates a Mobile Concrete Laboratory, MCL, that is task with the mission of introducing to federal, state, and local transportation personnel to the state-of-the-art technology in concrete materials selection, mixture design, and testing.  Mr. Mullarky will describe the MCL, highlight some of its recent activities and other cooperative technology transfer activities being conducted by FHWA's Office of Pavement Technology.

Mr. Suneel Vanikar is Concrete Group Leader, Office of Pavement Technology, FHWA, Washington, D. C.  He is responsible for concrete pavements and materials related activities including policy, guidance, and technology transfer.  He has been with FHWA for over 20 years; and, he is a member of ACI, ASCE, and TRB and their technical committees.  He is actively involved with Fast Track Paving, Non-destructive Testing of Concrete, and High-Performance Concrete.  He is author of numerous publications and a frequent speaker at national and international meetings.

Mr. Jon Mullarky is assigned as a consultant to FHWA’s Office of Pavement Technology as a member of the Concrete Team.  The Concrete Team is responsible for FHWA’s concrete research and technology transfer activities, including the FHWA Mobile Concrete Laboratory.  He has over 30 years experience in construction and concrete materials.  He is a member of many technical committees and panels of ACI, ASCE, ASTM, and NCHRP.  He is a Fellow of ACI.  He has served with the NRMCA and as an officer in the U.S. Navy’s Civil Engineer Corps.
